OwlEMR Documentation Portal

One home for two audiences:

  • Capability Register (internal, gated — coming in Phase 2) — look up any capability and see its real status, evidence, and known holes. The answer to "does it have X, and is it fully built?"
  • Training Wiki (open — coming in Phase 3) — role-based, task-oriented guides for learning the system.

Until those faces land, the full engineering documentation set is browsable and searchable under Docs.

This portal is generated from data the repo already maintains (feature ledgers, journey coverage, FHIR capability, ONC evidence) — it is a presentation layer, not a second source of truth. Progress is tracked in documentation/initiatives/docs-portal.md.
